HIV Services and Sexual Reproductive Health (SRH)
The Policy aims at ensuring that evidence-based HIV interventions are implemented at scale in line with the Health Sector Strategic Plan which strives to achieve a state of health for all people of Malawi that would enable them to lead a quality and productive life. The implementation of the Policy is further guided by the Malawi National Strategic Plan for HIV and AIDS whose goal is to contribute towards ending AIDS as a public health threat in Malawi by 2030. The Policy is aligned to global and international commitments to which Malawi is signatory such as Sustainable Development Goal 3; African Health Strategy 2016-2030; and the Maseru Declaration on HIV and AIDS.
This edition of the national STI management guidelines of Malawi, the Ministry of Health renews its commitment to significantly reduce the health and socioeconomic burden caused by STIs in Malawi including strengthening the quality of services provided by both the private and public sector. This 4th Edition of the Malawi Guidelines for Clinical Management of HIV in Children and Adults was
implemented from July 2018. The guidelines have been compiled by the joint Technical Working Groups for PMTCT, ART, HIV testing and Paediatric HIV under the leadership of the Dept. for HIV and AIDS of the Ministry of Health. The guidelines are based on Malawi’s Revised Policy for PMTCT and ART which was endorsed by the Ministry of Health in June 2010 and which was prompted by the release of the 2010 Revision of the World Health Organisation (WHO) PMTCT and ART Guidelines. This 4th Edition is an adaptation of the latest WHO Recommendations

This document, the first-ever United States government strategy on gender equity and equality, is a part of that noble American tradition. It comes at an inflection point for the economic security, safety, health, and well-being of women and girls in the US and around the globe.
HIV Pre-Exposure Prophylaxis (PrEP)
The addendum has been developed to provide additional guidance on implementation of oral PrEP within the sexual reproductive health and child health service delivery points including the community. Emerging normative guidance by World Health Organization (WHO) on simplified and differentiated PrEP delivery has been adapted and incorporated in the addendum. The incorporated guidance includes; provision of PrEP to pregnant and breastfeeding women, revision of duration for Oral- PrEP to reach maximum protection and duration for clients to stop taking PrEP after last exposure, revision on conducting kidney function test, provision of Event-Driven PrEP; and screening for Hepatitis B and C before starting PrEP. The addendum should be used alongside the 2020 National Guidelines for the Provision of Oral PrEP.
Oral pre-exposure prophylaxis (PrEP) clients may choose to stop and restart oral PrEP due to factors such as changes in perceived personal exposure to HIV, the behaviors of a sexual or injecting drug partner, the burden of taking a daily pill, side effects, and mobility. Oral PrEP programs should counsel patients on how to safely stop oral PrEP as well as how to restart. The World Health Organization notes the need for HIV testing before restarting oral PrEP but does not offer further guidance on restarting oral PrEP use. Procedures for restarting should not create barriers to resuming and continuing oral PrEP use

Government of Malawi Health Guidelines
The purpose of this policy is to mainstream gender in the national development process to enhance participation of women and men, girls and boys for sustainable and equitable development for poverty eradication.
Evidence shows that oral pre-exposure prophylaxis (PrEP) reduces the risk of contracting HIV during sexual intercourse by more than 90% when taken daily. It is for this reason the National HIV Prevention Strategy 2015-2020 (2018 Revision) emphasises the role of preexposure prophylaxis (PrEP) in reducing new HIV infections in Malawi. The Ministry of Health has prioritised PrEP use among the populations most at-risk of HIV infection in Malawi: young women ages 10 to 24 years, sero-discordant couples, female sex workers, men who have sex with men, and other priority populations (such as members of the uniformed services, prisoners, and mobile populations).
USAID DREAMS
In support of the USAID DREAMS Initative in Malawi, EMPOWER uses existing DREAMS toolkits to guide in project implementation. The project has adapted participatory group sessions toolkit for adolescent girls and young women (AGYW) in Malawi that have been outlined in the toolkit, “My DREAMS, My Choice!” ("Maloto Anga! Chisankho Changa)
The Malawi Ministry of Health (MOH) and its partners implemented a novel surveillance system to detect and characterize recent HIV infections and estimate HIV incidence among adolescent girls and young women (AGYW)
receiving antenatal care (ANC) in four high-prevalence districts of Malawi. A description of the methods and key
findings from the pilot implementation of this surveillance system – which was called the Malawi Recency Study
– are described in this report.

Data quality assurance is an integral part of the United States Agency for International Development (USAID) Expanding Malawi HIV/AIDS Prevention with Local Organizations Working for an Effective Epidemic Response (EMPOWER) M&E system to ensure that data not only meets the USAID/PEPFAR
and GoM standards of data quality, but also accurately measures project performance. These standard operating procedures (SOPs) provide guidance on the methods and processes for conducting (virtual) Routine Data Quality Assessments (RDQA) based on United States Government (USG) Regulations and
USAID policy (ADS 203). In addition, the SOP provide a comprehensive package of everything needed to conduct (virtual) RDQAs, in efforts to maintain the USAID’s five data quality standards, validity, reliability, precision, timeliness and integrity. The SOP also contain the tools that support the assessment processes at each stage
This handbook therefore intends to serve as a reference and instruction guide for all EMPOWER data collection tools.The SI unit developed this guide to support project teams in data collection, specify responsibilities to EMPOWER team on various processes, reporting timelines and storage of all the EMPOWER AGYW Services and Case Finding data collection tools.

Social Behavior Change and Demand Creation
Malawi EMPOWER Activity has proposed a number of strategies to reach AGYWs in DREAMS clubs with SRH/HIV/GBV services in Zomba and Machinga districts. The strategies have been developed to support scheduled clinical outreaches in order to increase uptake of SRH/HIV/GBV services.
